1991 Paris Peace Agreements Series
Leading up to the celebration of the 1991 Paris Peace Agreements on October 23, let us familiar ourselves with its content and assess its implementation.
Official name: Agreements on a Comprehensive Political Settlement of the Cambodia Conflict (Paris, 23 October 1991)
This 1991 Paris Peace Agreements has FOUR COMPONENTS:
1. Final Act of the Paris Conference in Cambodia [long-drawn out negotiating process involving the UN Secretary General, 5 permanent members of UN Security Council, ASEAN with meetings in Jakarta, Bangkok, New York City, Paris etc. See "Background Note on the Negotiating Process]
2. Agreement on a Comprehensive Political Settlement of the Cambodia Conflict
-Annex 1: UNTAC Mission [USD 2.3 Billion; 24,000 UN peacekeepers]
-Annex 2: Withdrawal, cease-fire and related measures
-Annex 3: Elections [where the CPP lost badly]
-Annex 4: Repatriation of Cambodian refugees and displaced persons
-Annex 5: Principles for a new constitution for Cambodia [we're here in not adhering to the fundamental rights and freedoms enshrined in this "supreme law of the land"]
-Annex 2: Withdrawal, cease-fire and related measures
-Annex 3: Elections [where the CPP lost badly]

3. Agreement Concerning the Sovereignty, Independence, Territorial Integrity and Inviolability, Neutrality and National Unity of Cambodia [we're here in not adhering to these principles; the CPP government should be charged with treason for violating these principles]
4. Declaration on the Rehabilitation and Reconstruction of Cambodia
[we're here in not taking care of the social welfare of the Cambodian poor majority and protecting the environment]
